Building Officer

Payband 5 £25,034

Hours: 37 per week

Basis: Established

Purpose of the role:

Reporting to the Senior Engineering Officer, the post holder will:

  • Ensure effective management of all estates related contracts and ensure that best value for money is achieved in the use of external contractors.
  • Assist the Senior Engineering Officer in the management of the revenue programme of Estates related works (and capital works as necessary).

  • Assist the Senior Engineering Officer on strategy relating to the long term planned maintenance of the estate.

  • Assist the Senior Engineering Officer in appointing all contractors, consultants and architects related to Estates contract works.
  • Assist the Senior Engineering Officer to ensure that works are undertaken on an annual / regular basis in the discharge of statutory obligations for works.
  • Maintain an effective repairs reporting system.

Key tasks:

  • Maintain a close overview of the estate and provide advice to the Senior Engineering Officer to ensure that appropriate standards of care are maintained and that the buildings are developed in line with corporate strategies.
  • To co-ordinate manage and supervise consultants and contractors in the execution of works.
  • To prepare specifications and risk assessments for works and to manage such works on site.
  • To assist the Senior Engineering Officer in the preparation of contract and tender documents for the appointment of contractors.
  • To provide technical advice on proposals and ensure that codes of practice, statutory requirements and best practice are followed.
  • To respond to requests for reactive maintenance, in the inspection, ordering, supervision and approving of works.
  • To maintain the repairs reporting system
  • To assist the Senior Engineering Officer in the management and co-ordination of annual fire risk assessments and amendments to fire risk assessments to accommodate exhibitions and events.
  • To maintain risk registers for venues based on the outcome of the annual FRA’s
  • To assist the Senior Engineering Officer in the management and co-ordination of annual / planned Asbestos Surveys.
  • To manage in conjunction with the organisations the Senior Engineering Officer and Safety Advisor the removal / alteration/ disturbance / maintenance of fibrous materials.
  • To carry out a visual inspection of all NMGM buildings every 3 months.
  • To carry out building surveys / inspections as requested.
  • To carry out Accommodation & Stock condition Surveys.
  • The co-ordination of minor alterations and adaptations
  • The co-ordination of requests for response repairs.
  • Working with Consultants, Contractors, Statutory Authority’s (Planning/Building) and Fire Officers (as requested).
  • To assist with the development of new standards for use through NML properties that will enhance the appearance, reduce future maintenance costs and improve the conditions within the buildings.
  • Display a commitment to maintaining the safety of all team members by having a strong knowledge and understanding of Health and Safety legislation.

Duties & Responsibilities:.

1)   Relationships

Working closely with the Senior Engineering Officer in the maintenance and development of the estate.

To liaise with statutory bodies, such as Planning, Building Control, Merseyside Fire and Rescue Service.

To liaise with contractors and consultants

Working with curators and conservators in the planning and delivery of works that may affect their activities.

Working with colleagues in Exhibitions and Education in the delivery of exhibitions

Working with colleagues in NML Trading to assist in the development of facilities to support commercial activity.


2)   Representation

Deputises for Senior Engineering Officer internally and externally as required

Represents NML in meetings with Liverpool City Council Building, Planning and Conservation Officers and Wirral Council as required.

Provides professional advice on estate management and NML to academics; colleagues within the profession and students

Represents the division at internal meetings.


3)   Problem solving and decision making

The Building Officer is expected to deal with moderately complex problems requiring robust solutions.

The Building Officer is able to make decisions and implement solutions in line with the divisional plan and operational requirements.

The Building Officer is authorised to make financial transactions, in line with Financial Guidance Notes up to the delegated limit of £1,000 (subject to review).

The Building Officer is expected to seek authority and follow agreed processes for expenditure and resource commitments which may be necessary to control the NML–wide budget as may be necessary from time to time as directed by the Deputy Director of Estates.


4)   Staff Management

       Total 0
       (plus externally-funded temporary contract posts as required)

5)   Resource management

Working closely with the Senior Engineering Officer manage the allocated resources within the defined programme of works.

Budget responsibility:

Delegated signing authorisation individual transactions up to £1,000 (subject to review).

Requirement to negotiate simple arrangements with suppliers and partners.


6)   Expertise/Specialist Knowledge

  • HNC or equivalent essential in appropriate academic discipline.
  • At least 2 years experience in construction/maintenance works.
  • Working experience in a Museums & Gallery environment.
  • Experience of building contracts.
  • Experience of Auto Cad.
  • Experience of computerised repairs reporting systems


7)   Strategic Influence

The Building Officer will assist the Senior Engineering Officer on all aspects of estate development, collections care and storage within the NML estate and capital works activity across the organisation.


8)   Freedom to act

Individual transaction signing limit of £1,000 (subject to review).

Day to day management of the individual work programme and departmental plans that are within the post holder’s control.

9)   Other

      The post holder will be expected to show the highest level of integrity and confidentiality in the provision of these duties.
