Senior Engineering Officer

Payband 6 £31,612

Purpose of the role:

Reporting to the Deputy Director of Estates, the post holder will:

  • Make NML’s estate accessible, safe and secure servicing the needs of our visitors, staff and collections and promoting excellent service to the public.
  • Ensure that NML’s buildings comply with statutory requirements, building regulations, licences and professional standards, working with colleagues across the organisation to ensure that policies and procedures are current and relevant.
  • Assist the Deputy Director of Estates to develop strategies and practices and to ensure that energy management, environmental control and sustainability are at the forefront of any estate developments and are in line with Government policies and initiatives.
  • Ensure effective management of all estates related contracts and ensure that best value for money is achieved in the use of external contractors.
  • Ensure that the procurement and management of utilities supply contracts obtain best value for money for NML.
  • Assist the Director of Estates in the management of the capital programme of Estates related works (and revenue works as necessary).
  • Assist the Director of Estates on policy relating to the long term planned maintenance and strategy of the estate.
  • Assist the Director of Estates in appointing all contractors, consultants and engineers related to Estates contract works.
  • Maintain an effective project management methodology for all construction and estate related projects.

 

Key tasks:

  • Manage allocated staff in the division, directing and motivating the staff team to ensure high levels of performance in line with corporate objectives.
  • Maintain a close overview of the estate and provide advice to the Deputy Director of Estates to ensure that appropriate standards of care are maintained and that the buildings are developed in line with corporate strategies.
  • Explore and develop standards of building care working closely with Venue Directors, Visitor Services and collections services staff.
  • Operational management of the allocated revenue based planned, contractual and reactive services related maintenance activities across the estate.
  • To ensure that works are undertaken on an annual / regular basis in the discharge of statutory obligations for works such as L8 Testing, Electrical Periodic testing and LOLER requirements.
  • Manage the allocated budget of the programme to ensure that Financial Regulations are met and that resources are appropriately deployed in line with corporate priorities and projects and the agreed budget in year.
  • The procurement of utility services including the analysis, monitoring and comparison of tariffs and investigate alternative sources of energy to ensure cost effectiveness and resolve any disputes regarding consumption and payments.
  • To manage, maintain and keep updated the energy and environmental policy and to provide comprehensive technical advice and guidance on related issues. 
  • Audit and assessment of M&E infrastructure, across the estate, and development and procurement of schemes to improve system efficiencies and effectiveness.
  • Implement and manage a targeting and monitoring system to ensure that through the Director / Deputy Director of Estates, Senior Management Team, Executive Team and Trustees are informed of energy costs and the energy and environmental policy maintains a high profile.
  • To co-ordinate staff, consultants and contractors in the execution of works.
  • To maintain a repairs reporting system, producing reports for the Director / Deputy Director of Estates as required.
  • To prepare specifications, designer risk assessments and drawings for works and to manage such work on site.
  • To prepare contract and tender documents for the appointment of consultants and contractors.
  • To provide technical advice on proposals and ensure that codes of practice, statutory requirements and best practice are followed.
  • To draft policy and plans of a technical nature and of high quality on property and contracting matters.
  • The management and supervision of consultants and contractors.
  • To manage approved contract project budgets in accordance with NML Financial Regulations and contract conditions.
  • To ensure that detailed and accurate data is recorded and maintained of all NML properties both manually and by computerised facilities.
  • To develop and maintain standards for use throughout NML properties that will enhance the appearance, reduce future maintenance costs and improve the conditions within the buildings.
  • To prepare reports for meetings of the Executive Team / CPSG / Trustees as required.

Duties & Responsibilities:.

Relationships

  • Working closely with the Deputy Director of Estates to evaluate the monitoring and targeting of estate resources
  • Working as part of the Estates Team to formulate plans and strategies for buildings development and care, storage, and service development across NML and income generation opportunities
  • Working with in conjunction with NML’s existing HVAC maintenance contractor, curators and conservators to maintain and where applicable improve environmental conditions within gallery spaces and various collection stores within NML in a sustainable way which meets professional parameters.
  • Display a commitment to maintaining the safety of all team members by having a strong knowledge and understanding of Health and Safety legislation.

Representation

  • Deputises for the Deputy Director of Estates internally and externally as required
  • Attendance at professional meetings with regard to the estate.
  • Attend and steer NML’s Green Forum, interacting with staff from across NML to engender a sustainable attitude to all aspects of NML’s activities.
  • Represents NML and presents papers at local, national forums to promote the NML Estate within professional networks and academic field
  • Attends key internal meetings as may be required from time to time including for example: SMT, MCF, CPSG, Capital Programme Committee, C&ESMT, and others

Problem solving and decision making

  • The Senior Engineering Officer is expected to deal with complex problems requiring robust solutions.
  • The Senior Engineering Officer is able to make decisions and implement solutions in line with the divisional plan, and operational requirements.
  • The Senior Engineering Officer is expected to seek authority from the Deputy Director of Estates and follow agreed processes for expenditure and resource commitments which may be necessary to control the NML–wide budget as may be necessary from time to time as directed by the Executive Team.

Resource management

Reporting to the Deputy Director of Estates you will be responsible for managing 2 dedicated M&E officers and 2 building officers in the maintenance of the Estate, and supported by the administration team in the planning of budgets and account reconciliation.

Budget responsibility:

Requirement to negotiate complex arrangements with suppliers and partners, prepare proposals and options for consideration.

Expertise/Specialist Knowledge

Educated to HNC level or equivalent in a relevant engineering subject

Degree desirable in appropriate academic discipline.

Membership of relevant professional body CIBSE, BiFM, IMI, IEE

Proven experience of working within M&E and energy management at a senior level

Knowledge of energy management and sustainability requirements within a public sector organisation, working within an accredited Standard.  CRC, DECC’s, ESOS, SDiG

Working knowledge of remote monitoring systems for all services, including but not restricted to: Energy Monitoring and analysis Software, Building Management Systems, Environmental Monitoring Systems

Experience of managing consultants, contractors and clients within minor and major projects of alteration / adaptation and repair.

Creating specification and deign outlines for services improvement projects, including contract procurement and site management financial control

Facilities Management experience

Experience in budget management at a senior level – 3 years

 

Strategic Influence

The post holder contributes to the development of the divisional plan in close consultation with the Deputy Director of Estates and advises and informs upon the operational impacts of corporate initiatives upon the operations of the division, venues and estate.

Freedom to act

Individual transaction signing limit of £5,000 (subject to review)

Day to day management of the staff resource and individual staff work programmes and departmental plans that are within the post holder’s control.
