Purpose of the role:

To manage the provision of IT software application solutions delivery, management, development and support. This covers web sites, third party solutions and NML developed databases and solutions.

To effectively project manage solutions in line with the NML Master plan and IT Strategic plan, working closely with NML departments as part of the NML Digital Transformation programme.

Key tasks:

Under the general direction of the Head of IS, this position is responsible for the day-to-day management of NML’s IT software application solutions.

The post-holder will be responsible for development, management and support of all IT software application solutions, this is achieved through the IT Application team including the IT Development team.

Although a key aspect of the post is people management and development, this is very much a business project management position requiring a level of technical knowledge and an ability to apply this knowledge to effective project delivery and innovative solutions development.

The post-holder will also contribute to the creation, maintenance and implementation of annual IT Development Plans, standards, policies, codes of practice, etc. and will also have some degree of responsibility for managing budgets.

Duties & Responsibilities:

Broken down into the following categories (not all categories may apply).

  1. Relationships
  • To manage the IT Application team to deliver creative, robust IT software solutions continually improving reliability and performance.
  • To manage the provision of IT software application support services on a day-to-day basis. This involves supervising the work of the Application team; taking responsibility for making informed day-to-day operational decisions; negotiating deals with suppliers; and ensuring that adequate procedural documentation exists and remains up to date for all areas of operation.
  • To collaborate with business management and other stakeholders to prioritise projects, build business cases, establish priority of projects and align the technology to support the information requirements of the business to meet strategic objectives
  • To keep the Head of IS informed of any developments, opportunities for improvement and issues relating to aspects of IT software application support, at the earliest possible opportunity.
  • To work with department heads (and representatives) to promote and develop solutions to progress NML’s Digital Transformation programme.
  • To represent IS and NML both internally and externally at all levels in relation to IT software application technologies.
  • Liaise and consult with representatives from suppliers and consultants on all matters relating to the use of IT within NML.
  • To improve customer perception by providing a high level of customer service and encouraging good practice in others.
  • Ensure any unforeseen/exceptional events/issues should be escalated and acted upon immediately, keeping all members of department and relevant customers informed.
  • To participate in assigned projects, ensuring project plans are maintained and relevant tasks are delivered to plan, or any discrepancies are escalated to the relevant person.
  • To assemble and lead project teams, including third parties where necessary, to deliver IS projects.
  • To work alongside the Web content team and other relevant teams to ensure a comprehensive website provision for NML.
  • To develop and maintain the technical aspects of NML’s intranet and associated infrastructure, working with other IS team members and key staff from across the organisation as required.
  • To work alongside staff from across the organisation in developing suitable IT software solutions to drive NML’s digital transformation programme
  • To provide the technical solutions required to enable business units and departments to fulfil their business objectives.
  1. Representation                                                                              
  • Internal - Junior to senior management – providing specialist advice, leading/attending multi-discipline project teams, discussing IS needs, maintaining relationships, communicating and explaining the IS activity
  • External - Middle/Senior management equivalent - representing NML externally at a wide range of forums including suppliers (negotiation of orders, resolution of problems, etc.), attending conferences, explaining requirements and negotiating terms, discussing performance, identifying and coordinating external partners and suppliers to work on NML IS projects
  1. Problem solving and decision making
  • To lead the development and implementation of IT software technologies throughout NML, managing the provision of support & technical solutions for software solutions.
  • Lead process improvement initiatives within the IT Application team.
  • To ensure that the agreed Change management processes are followed to reduce unplanned outages.
  • Ensure that the NML software solutions are designed and implemented in accordance with all relevant technical and accessibility guidelines.
  • To develop, review and monitor the operation of Service Level Agreements within the IT application team and to ensure that the section performs in accordance with those agreements.
  • To assist the Head of IS in ensuring that support provided by the department, is consistent, of a high standard and complies with SLAs agreed with the organisation to meet NML needs.
  • To ensure that effective systems and processes are in place, to facilitate timely identification and rectification of problems within NML software solutions.
  • To ensure that relevant processes and procedures are in place and documented to ensure that a consistent, high standard of support is provided to users.
  • Ensure that all IT software solutions comply with existing IT standards, processes and procedures and that standards are set for the development and implementation of NML software solutions.
  • Deliver System design in support of software development projects
  • Translation of Functional specifications into Technical specifications and then the delivery of application software components of software development projects
  • Develop, implement and audit systems development methodology standards
  • Maintain application software architecture integrity through adherence to development standards
  • Plan and deploy application resource in support of prioritised software projects
  • To participate in assigned projects, ensuring project plans are maintained and relevant tasks are delivered to plan, or any discrepancies are escalated to the relevant person.
  • Working to Industry “best practices”, to deliver high quality solutions around internationally agreed standards / protocols.
  • Working with the IT Technical Manager, ensure all necessary disaster recovery process and procedures are in place, in agreement with the Head of IS and the organisation, to give the necessary level of support. This should be regularly (at least annually) tested.
  • To accurately cost solutions, including total cost of ownership, prepare reports and analysis of solutions, and to present the case to the Head of IS.
  1. Staff Management                                                                         
  • Management responsibility for members of staff from various Pay Bands
  • To effectively manage the IT Application teams. To conduct appraisal reviews, establish Forward Job Plans, review training requirements, and prepare and complete forms on time.
  • To conduct regular liaison meeting with members of staff and to hold regular (e.g. weekly) section meetings.
     
  1. Resource management                                                               
    • To assist with the management of the IT application budgets and make any reasonable procurement decisions which may be necessary.
    • To ensure that all orders are processed in accordance with Finance Department guidelines and to ensure that invoices are approved for payment without undue delay. 
  • To engage with third party suppliers when necessary to deliver IT solutions
  • To represent IS and NML both internally and externally at all levels in relation to the application of IT software solutions.
  • Liaise and consult with representatives from suppliers and consultants on all matters relating to the use of IT software applications within NML. To assemble and lead project teams, including third parties where necessary, to deliver IS projects

  1. Strategic Influence                                                                        
  • Working with the Head of Department and other senior members of the team in the development, maintenance, and implementation of strategies, standards, procedures and codes of practice including key documents such as the IT Service Continuity Plan and the IT Policies and Procedures.
  • To aid Head of IS in constructing and maintaining long-term strategies to support all business requirements
  • To stay abreast of technologies and report on new technologies as appropriate
