Working for the Oil and Pipelines Agency (OPA) as the primary interface between the RAF Fuels Operating Authority, the Defence Infrastructure Organisation (DIO) and the Maintenance Management Organisation (MMO) teams to optimise the operation and maintenance of the fuel’s infrastructure to ensure the delivery of aviation fuel, on time, within specification, while maintaining the asset in a safe and compliant state.

The successful candidate will be responsible for the overall effectiveness of the operations and maintenance interface at RAF Brize Norton, and other bases in their region. You will be expected to work as part of a Team, developing common processes and if required, support operations at RAF Stations outside of their allocated cluster.  This role will report to the OPA Lead for Air Infra.

Responsibilities include:

  • Coordinate maximum operational availability of the fuels assets, while ensuring they are maintained to recognised industry and MOD standards, ensuring planned preventative maintenance is delivered efficiently,
  • OPA site representative on site - Chair the (short, medium and long term) maintenance planning meetings with OA, DIO and MMO to the above goals,
  • Provide the initial development input for all Statement of Need (SON’s) and elevate to OPA Lead should further Engineering diagnostics or Process Safety input be required,
  • Work on effective application of the Safe Systems of Work (JSP 317, 375) with the resident AE and AP in order to maximise safe delivery, of planned works,
  • Maintain an evergreen BFI Shutdown scope of work to maximise available planned outages,
  • Review and challenge any proposed changes to original design of plant,
  • Take part in Hazard Operability Studies (HAZOP), pushing requests for process safety or engineering assurance input through the OPA Lead to OPA SME Team,
  • Review and prompt losses of primary containment and safety reports.

The candidate: Candidates should have an HNC (or equivalent Level 5) or be able to demonstrate a higher level of industry experience. Previous working knowledge of working in Airport or Oil Terminals/Refineries and or maintenance processes is highly desirable but not essential.  Experience in implementing a Control of Work system and a NEBOSH General Certificate would be desirable.

Preferably you will have experience in fuels hazardous operations and maintenance, preferably COMAH regulated, and be able to demonstrate a safe working record, compliant with safe systems of work and procedures. The ability to maintain a calm and effective approach in difficult/planning situations is essential for this role.

You will possess excellent organisational, and communication skills, due to the multifaceted aspect of the role.  A proven ability to prioritise is essential as the role holder will be looking after multiple projects with differing deadlines.
