Safety Process Engineer  

(Location: Gosport, Hampshire, or Garelochhead, Helensburgh)

The role: OPA are looking to appoint an additional Safety Process Engineer, on a 2 year FTC (fixed term contract) to provide additional process safety and security support, to cover our new business practices (Singapore, Gibraltar, and various UK, RAF Bases), as well as contribute to our existing UK site operations.

As well as provide process safety and risk management support to our line management, through the application of risk management tools, provision of process safety and occupational safety advice, incident investigation, and assistance in the development and maintenance of MACR/ COMAH Safety Reports. These include assisting in developing, implementing, or participating in hazard assessment processes and workshops, to improve the organisations compliance to COMAH/MACR legislation and relevant good practice.

Working remotely, in a number of virtual teams, will necessitate the post holder being a self-starter, reliant, and able to communicate effectively and champion vital elements of the Agency’s culture through Process Safety Leadership.

Due to operations over the assets being managed covering sites across, England, Scotland, and overseas, it necessitates a significant amount of travel and need to spend nights away from home in order to carry out the duties required.

Responsibilities include:

  • Assist with the development and maintenance of COMAH Safety Reports for all relevant OPA controlled sites/assets,
  • Ensure risk mitigation, safety and effectiveness of design and operations through legislative compliance; identification and management of risk factors and the principles of ALARP for COMAH sites by facilitating and/or participating in assessments such as;
    • HAZOPs/Design Reviews/HAZIDs,
    • Human factor (HRA) assessments,
    • Hazardous Area Classification assessments/DSEAR assessments,
    • Environmental Risk Assessments (ERAs),
    • Hazard & Effect Registers (HERS) / Bowties,
    • Occupied Building Risk Assessments (OBRAs) / Credible Fire Scenario assessments,
    • SIL / LOPA assessments,
  • Conduct HSSE and Quality assurance inspections and audits of COMAH sites, including the 10 Pillars Compliance Audits; ensuring compliance with agency standards and requirements,
  • Support Ad hoc projects, reporting, research or incident investigation as may be required,
  • Support the management of Environmental Permits, including initial application, variation application, and periodic reporting requirements as defined in the permit,
  • Support the continuous development and implementation of Security control measures for the Agency and the Emergency Preparedness process and exercises for the Agency,
  • Participate in industry forums to promote learning and the sharing of industry good practice,
  • Assist in the selection of improved safety measures/barriers for engineering changes to the Assets managed by OPA,
  • Promotion of the delivery of key health, safety, environment and quality targets and success factors for OPA core business functions, and propose new, more cost-effective ways of meeting HSSE and Quality requirements,
  • Design, facilitate/conduct training for line management, OPA staff and third-party partners as might be appropriate,
  • Monitor the timely close-out of corrective actions and produce regular reports,
  • Provide regular reports on HSSE performance data from sources such as the Velocity EHS database to internal and external stakeholders to facilitate learning and continual improvement,
  • Conduct HSSEQ tender evaluations for contract awards.

The candidate: An Engineering graduate holding suitable NEBOSH qualifications with a minimum of 5 years’ experience in a senior health and safety management role in a high risk industry, together with extensive experience in all aspects of process safety management and understanding of the regulatory aspects of MAHs as these relate to tank storage operations and COMAH regulatory requirements.

The post holder will need to build and maintain, strong positive and creditable working relationships with all stakeholders, both internal and external, therefore you will need excellent influencing skills, be able to communicate at all levels and be comfortable positively challenging when there are issues evident on project delivery.

Significant travel to other sites will be required, candidates will therefore need to have a full (preferably clean) driving licence.
