Intermediate Quantity Surveyor

(Location: Gosport or Garelochhead)

The role: Due to continued investment, a new and exciting opportunity has arisen at the OPA, as we seek to appoint a new Intermediate Quantity Surveyor, wishing to progress to the next stage in their career, to join our Business Services Team to support our organisation.

Based at our offices, either at Gosport in Hampshire, or Garelochhead, Argyle & Bute, this key role will support the delivery of projects at our OFDs (Oil Fuel Depots). These sites are operated and maintained by the OPA on behalf of the MoD, of which there are 6 (4 in Scotland and 2 on the south coast of England).

Supporting the Quantity Surveyors, Procurement Team, and Capital Project Team you will ensure that tenders made/quotes submitted are realistic and fair, and the subsequent works undertaken are completed in full (both in time, specification, and costs) and provide value for money.

Able to work collaboratively in a dynamic environment, you will be able to focus on attention to detail, accuracy, and meeting the milestones and deadlines which are a natural part of project processes.

The role will require the post holder to build strong positive and creditable working relationships with all internal and external stakeholders, particularly the Asset Technical, Operations and Capital Projects Teams. 

Some travel with overnight stays to other sites may be required, therefore a full (preferably clean) driving licence is essential for this role.

Responsibilities:

The key responsibilities include;

  • Support the OPA Quantity Surveyors in fulfilling their duties,
  • Provide support to the Procurement Team to ensure the delivery of predominantly engineering works to assure OPA is being billed fairly for works actually completed,
  • To assist in managing all costs relating to projects to ensure validity and value for money,
  • Support the OPA in preparing supporting documentation for projects including ITT, T&C’s, and cost estimates,
  • Monitor and where necessary measure the services provided by the contractor to verify application for payment,
  • Monitor Contractors to ensure compliance with the Contract,
  • Monitor delivery of the service to ensure that costs are in line with forecasts,
  • Oversee the verification of the application for payment and sign off payment certificate,
  • Provide financial progress reports,
  • Validate claims for change of work scope and agreed new value,
  • Support the Project Engineers in the management of contracts,
  • Undertaking costs analysis of works or services,
  • Performing risk and value management and cost control,
  • Identifying, analysing, and developing responses to risks,
  • Valuing completed work and benchmark with industry norms.

The candidate:  A Graduate, holding a relevant degree level qualification in subject areas such as, Quantity Surveying, Construction, Mechanical, Electrical or Civil Engineering, with experience of Engineering Project Contracts and preferably working on projects within the oil and gas industry.  A professional license is an advantage, as is experience of Public Procurement highly desirable.

You will need to have excellent influencing skills, and the ability to communicate effectively at all levels and be comfortable positively challenging when there are issues evident on project delivery. 

A knowledge and understating of NEC3 Forms of Contract including Options A & C, and Public Procurement experience would be highly advantageous.
