A fantastic opportunity has developed for an experienced, collaborative and commercially aware leader to join OPM as the Country Manager of the Nepal office. The Country Manager will lead all aspects of the Nepal office in conjunction with the Country Director to support the strategy, team, stakeholders and market engagement to grow the business and its position in the market - to deliver in line with OPM’s mission and operational goals.

Please note that candidates must have existing right to work in Nepal to be considered for this positon. 

Company Overview and Job Scope:

OPM has more than 30 years' experience in facilitating lasting policy reforms in such environments and, in 2012, established a permanent office in Nepal to provide the rapid, on-the-ground support required to support positive, sustainable change. OPM has been successfully providing support in Nepal for nearly 20 years, providing valuable insights into national challenges and opportunities. OPM has worked on more than 20 projects in Nepal, spanning a wide variety of issues, from health and rural access to financial inclusion. Our breadth of expertise across all the key sectors and across the policy cycle, from diagnosing the problems and presenting evidence-based strategic options through to supporting the implementation of solutions and monitoring and evaluating their progress enables us to provide a holistic, integrated perspective. Our expertise in political economy analysis is especially valuable in Nepal's complex political environment, as we have demonstrated in the country through various DFID-funded projects dealing with social protection.

Supported by OPM's international network of over 400 specialists, OPM Nepal focuses on health and nutrition, social development and economic policy, financial Inclusion and surveys. Nepal is in a period of economic and political transition, following the end of a 10-year conflict in 2006. Although GDP is growing relatively robustly, at about 5% a year, social and economic disadvantage remains widespread, with per capita income at just $540 per annum and a quarter of people below the poverty line, while the complex and fragile political environment presents significant challenges to sustaining progress. In this context, OPM Nepal seeks a dynamic professional with a strong record of accomplishment in management and business development. Main Accountabilities

  • Promote and role model OPM values:

  • Develop and implement the overall management improvement plan.
  • Take a lead role in business development strategy and implement it.
  • Proven track record in writing bids for major development partners working in Nepal
  • Ensure projects, prepositioning and acquisition led by the team are resourced and that each is effectively led and managed, working with relevant portfolio leaders.
  • Lead the team to strengthen their capabilities and develop a pipeline of work to deliver the teams agreed business objectives.
  • Effective human resource management including setting performance targets, monitoring their achievement and dealing with staff management issues.  Ensure robust learning, personal development and knowledge management systems are in place.
  • Working with in country and Oxford portfolio leaders and members to support and balance work in Nepal with global engagement, according to their individual personal objectives.

Key Responsibilities

  • Support the Country Director in preparing, updating, implementing the country office strategy.
  • Contribute in delineating the strategic priorities including how the team will contribute to the Nepal business plan and other OPM priorities.
  • Explore the market opportunities and link them into projects. Determine whether to respond to opportunities based on defined criteria including the country/portfolio’s strategic priorities and financial requirements.
  • Analyse the markets where we operate in and the funding landscape and work with the team to ensure we respond effectively to the market and focus our business development accordingly.
  • Build relationships with stakeholders and oversee the day-to-day work to ensure coordination with other parts of the company.  
  • Ensure effective project management within the team, including projects delivering budgeted sales, gross margin and profitability and work with PMs and portfolios as required to address risks or problems.
  • Arcade the OPM’s and the team’s activities to clients including government ministries; donors, partner’s; multilaterals and other parties.
  • Organise the Nepal team and ensure that it is appropriately staffed. Develop and maintain a strong network of Associates and external consultants to support our work.
  • Support the team to maximise impact from the work we are doing and to showcase that impact within OPM, to the client and to other stakeholders.
  • Undertake other duties as per the country and global strategy. 

Professional and Technical Skills, Knowledge & Experience

There are two key characteristics that Country Manager to be able to demonstrate: a) Overall management and leadership skills and aptitude/experience to lead the team effectively and develop the systems for effective management; and b) Business development skills to understand the market, identify and win opportunities and to ensure we adapt to the market.

Professional knowledge:

  • Degree and post-graduate qualification in relevant discipline (management, economics, economics or other appropriate social science discipline) or similar level of knowledge gained through relevant work experience.
  • Experienced in the area of specialisation of the relevant sectoral development and management.
  • Demonstrable in-depth professional/technical skills appropriate to the primary focus and activities of the team/office

Client/Market Understanding:

  • Good understanding of OPM’s market, competitor and partner landscape and the opportunities to develop OPM’s presence and position as the “go-to” provider
  • In-depth experience of relationship management and effective networking/partnering with key influencers whether individuals and clients

Commercial Acumen:

  • Proven experience of developing effective strategies and successful implementation to achieve success
  • Strong commercial skillset: comfortable with financial and wider data sets and uses effectively to inform thinking, assess risks and take decisions
  • Familiar with developing and deploying effective KPIs and targets to measure and direct performance
  • Ability to communicate effectively with colleagues and clients, both verbally and in writing, including experience of negotiation with external stakeholders including senior government officials and international aid agencies

People Management:

  • Proven line management experience, ability to lead and manage large multi skilled teams. Track record of managing and mobilising successful teams to consistently perform.
  • Strong understanding of how to build and maintain a positive, inclusive and high performing culture
  • Experience of project management, including the management of large project teams

  • Developing others: recognises strengths and provides support and opportunities for others to develop. Prefers to “coach” than “tell” wherever possible.
